Notice on Utility Service - Executive Order 124
Friday, April 3, 2020 at 4:50 PM
The Town of Manteo is committed to protecting the health, safety and welfare of its community.  The Town continues to deliver all essential services to residents and businesses. Please call Town Hall at 473-2133 for any questions about operations and service delivery.
On March 31, 2020, Governor Roy Cooper released Executive Order 124 (EO 124) listing utilities as critical infrastructure and the associated assistance to be implemented.  Prior to the Governor’s Order, the Town of Manteo Board of Commissioners on March 18, 2020 had already approved an ordinance amendment allowing the suspension of utility service disconnections in case of an emergency. On April 1, 2020, the Board of Commissioners voted to allow waivers of water and sewer account delinquency fees, interest, and/or penalties during this emergency period. The Town wanted to find ways to help during this time of uncertainty and lead the way toward the common goal of helping the community.
In accordance with EO 124, residential utility account disconnections for non-payment are suspended for a period of at least 60 days starting on March 31, 2020. The Town of Manteo has extended this relief to commercial accounts as well.
In accordance with EO 124, the utility will not impose new penalties for late payments or collect on penalties that were imposed on residential accounts as of March 31, 2020, for at least 60 days. The Town of Manteo has extended this relief to commercial accounts as well.
In accordance with EO 124, the utility will offer a payment plan to pay off over at least a six-month period any past due balances accumulated during the effective period of EO 124 and any order extending EO 124, and 180 days thereafter. No interest or late fee will be charged on the past due balances accumulated during that time. The Town of Manteo has extended this relief to commercial accounts as well.
In accordance with EO 124, records indicate the Town of Manteo does not have any customers that were disconnected for nonpayment since Executive Order 124 took effect on March 31, 2020 or since March 18, 2020 when the Town’s ordinance amendment was approved. Customers who experienced disconnection prior to these actions, if any, are encouraged to call Town Hall at 473-2133 to discuss reconnection options in compliance with EO 124.
EO 124 notes that customers are not relieved of their obligation to pay bills for receipt of any service covered by the order. Please note that charges for utility service will continue to accrue in accordance with North Carolina General Statutes and the Town of Manteo Code of Ordinances. For any questions regarding your utility account, please call Town Hall at 473-2133 from 8:30 a.m. to 5:00 p.m., Monday through Friday.
